New Swiss Code on Scientific Integrity Wants to Punish Excessive Self-citations

It seems that the Swiss want to punish researchers who have the strange habit of extreme self-citation:
"To my knowledge, this is the first time that a code of conduct is expanded by a prestigious academic organization to include several additional dimensions of how scientific work is done, credited, recognized, cited and appropriated,” said John Ioannidis, an expert on the process of research at Stanford University who has raised the alert over extreme self-citation by scientists" https://www.insidehighered.com/news/2021/06/04/switzerland-classifies-unjustified-self-citation-violation-scientific-misconduct

However, in my view, Swiss should concentrate their efforts in trying to punish super-scientists  that produce papers even when they sleep because they do much more harm to science integrity than scientists that engage in excessive self-citations
