Is the German industry benefiting from slave-like work conditions in fascist countries ?

An article recently published claims that the German car industry is benefiting from slave-like conditions in Hungary just because during the Covid-19 emergency, fascist Viktor Orbán's government approved what unions defined as “slavery laws”:

"...all employers now have the power to unilaterally establish a twenty-four month “time plan” for each employee; the company can indicate how many hours the employee will have to work during the next two years. If production slows down over a period of time due to covid-19, the worker will make up for the hours he has lost as soon as the pace of production returns to normal in the next phase. If the worker decides to leave the company before completing the “time plan”, he will then have to pay the company an amount equivalent to the salary he would have received by the end of his “time plan”..a kind of slavery through debt to workers: they have to pay to be free...Orbán's determination to attract and retain German car manufacturers with huge tax benefits and draconian working conditions" https://www.publico.pt/2021/01/31/opiniao/opiniao/trabalhadores-tratados-escravos-abrigo-novas-leis-hungria-1948380
