Still following the post above and the radical proposal "restricting researchers to just one scholarly paper a year" mentioned on it its worth remembering the paper by Jamie L. Callahan of Northumbria University "Creation of a Moral Panic? Self-Plagiarism in the Academy"
“Some take a hard-line approach, contending that anything that
represents a greater than 10% similarity index to previously published
works…constitutes self-plagiarism (Bretag & Carapiet, 2007; Bretag
& Mahmud, 2009)… A major plagiarism-detection software company used by many
publishing houses (including Sage) published an article arguing that “Even
reusing a sentence or paragraph from your own previous paper can constitute
self-plagiarism” (Creutz, 2010, para. 13)”

just because self-plagiarism only became a real
problem when the merit system in Academia start to treat as stars those that
excel in running paper factories like those super-scientists that keep on
published even after being dead https://pacheco-torgal.blogspot.com/2019/10/omnipotent-omniscient-omnipresent-and.html
The
perverse reward system advocates that better than to have 400 ISI papers is to
have 4000 ! Like if having 4000 papers was not enough evidence of
scientific misconduct!
