Let´s not forget that the "generosity" of some Arabic countries was already noticed by BBC in 2015 https://www.bbc.com/news/world-middle-east-34132308
As a comparison Portugal that declared the emergency state in March 18 also approved a resolution declaring that all foreign migrants that by that date had submitted a request to work in Portugal and even if that request had not yet been analyzed would automatically be approved. Meaning that they will have exactly the same rights as Portuguese born citizens. As the Minister of the Internal Affairs said back then:
“In a State of Emergency…it becomes even more
important to guarantee the rights of the most fragile, as is the case of
migrants. Ensuring the access of migrant citizens to health, social security
and job and housing stability is a duty of a solidary society in times of
crisis ”.
The ironic part is that almost 1000 years ago the place that is now Portugal was almost all occupied by Arabs. That was until the son of a Frenchmen named Henry of Burgundy in the North part of that area decided that we wanted to be King and not of a small kingdom.
