Dutch newspaper complaining about the laziness of German people !



A newspaper from the Netherlands is claiming that countries with beaches have more lazy people See nice cover image above. This hypothesis sounds interesting so I made a quick search for some European countries that have beaches to find which countries are lazier.

First today i searched the scientific production indexed in Scopus since 2019 for Netherlands, Germany, Italy, Spain and Portugal and found that the Netherlands did produce more 30% than Portugal:
Netherlands…..5478 SCI publications since 2019/million population
Portugal............4152
Germany………3175
Spain................3152
Italy ..................3068

But then (also today) i search Retraction Watch database for garbage papers and found that the Netherlands is by far the champion of the group. 
Netherlands…..15 retracted (garbage) papers/(million population)
Germany……...9
Italy .................9
Portugal............7
Spain................6

I also searched garbage papers in Scopus for the last 20 years and found that the Netherlands produced more 300% than Portugal. Meaning that the Netherlands is becoming a machine in what concerns producing garbage papers. An outstanding achievement: 
Netherlands…..6 retracted (garbage) papers since 2000/(million population)
Germany……...3
Italy .................3
Spain................2
Portugal............2 

Finally, i searched for paper revisions in Publons and found that Portugal produced 366% more than the Netherlands and also that Germany is the laziness champion in the group:
Portugal............3547 paper revisions in the last 12 months/million population
Spain................1657
Italy ..................1603
Netherlands…….968
Germany……..…533

So my doubt is as follows; is it possible that the Netherlands newspaper is, in fact, complaining about the laziness of German people ?
