Concerning the fund that i mentioned in the post above i think there must be 4 requirements before eligible countries can apply to it:
1st - Countries can only apply to the recovery fund only after having accepted not to trial cases of tax evasion, embezzlement and corruption above 5 million euro. For those cases a new European Court will be built located in the city of Kiruna and also a special jail in Utsjoki for those to be condemned in that court.
2nd - Countries can only apply to the recovery fund only after having given proof that they followed all the recommendations to tackle corruption set by the Group of States Against Corruption-GRECO report
3rd - Countries can only apply to the recovery fund only after having given proof that they do not allow firms registered in off-shore tax havens to get acess to the coronavirus bailout https://pacheco-torgal.blogspot.com/2020/05/covid-19countries-barring-firms.html
4th - Countries can only apply to the recovery fund only after having given proof that they have already passed a law against illicit enrichment.
