"The world is now considerably less peaceful than it was at the inception of the index.
Since 2008 the average level of country peacefulness has deteriorated 3.76 per cent"

Iceland and New Zeland are in the first two positions. But Iceland is an icebox and New Zeland is in the far side of the world. Portugal appears in the top position for continental Europe and that also helps to explain why Portugal is ranked number one as best countries to retire according to this ranking https://www.businessinsider.com/best-countries-to-retire-in-2020-according-to-expats-cost-of-living#1-portugal-10
The global peace index shows that Afghanistan is the most violent country in the world. The Netherlands appears in position 21 meaning they still have a lot to do in order to achieve a position close to Portugal´s (not to mention its unsustainable growth that also requires improvement).
Also this a good opportunity to remember the words of George Friedman:
"USA has no interest in having peace...conflicts are needed to maintain power balance...in the XXI century...there will be new destabilization actions both in the Balkan Peninsula as well as in the Middle East"https://pacheco-torgal.blogspot.com/2020/01/united-rogue-states-of-america.html and also to remember that for USA a war is always an excellent opportunity to test new weapons and to show its live performance to potential buyers. War as an advertising space. So it's not really a surprise that "The world is now considerably less peaceful".
