"As the Islamic State (IS) caliphate in the Middle East has collapsed, it is seeking to extend its influence elsewhere, particularly in Europe where there are existing inter-communal tensions to exploit. IS has deployed the management of savagery doctrine through acts of terrorism as part of its strategy to increase polarisation... the IS’ world view is one of absolution and this gives insight into its strategic approach. Drawing upon the Dar al Islam/Dar al Harb dichotomy taken from the classical Islamic theorists who imagine an eternal clash of civilisations between the Islamic (Dar al Islam) and non-Islamic space (Dar al Harb), the world is divided between the faithful and the infidels. This condition persists until Islam dominates the world...The primary component of this strategy is the elimination of the grey zone, understood as comprised of Muslims living in Europe who do not support jihadist organisations or violent political action. IS hopes to drive these Muslims to adopt its world view characterised by the Dar al Harb/Dar al Islam approach which eliminates the notion of pluralistic societies...“The effect of terror incidents is not to bring Western societies to their knees, but to radicalize them in turn”.
