I´m afraid to say that this paper is just a missed opportunity.
Yes there´s a problem about the academic reward system that promotes the motto "I am Primarily Paid for Publishing…" but its not so much because that it does not favour the political "societal" related agenda but because it aggravates the publication deluge.

of rampant science misconduct, we need to have a proper balance between
publishing and curating. And last but not the least its worth remembering the
words of Jeremy Fox and Owen L. Petchey concerning the parasites
of the publishing process
