"Unexplained Wealth Order"

In this context, it is pertinent to pose the following questions:

1 - How long will it take for Unexplained Wealth Orders to be universally implemented across all European countries, particularly in those nations grappling with higher levels of corruption? 

2 - Why hasn't there been consideration for establishing a European federal police force dedicated specifically to combating corruption?

3 - Should the allocation of European cohesion funding be contingent upon the implementation of robust anti-corruption measures?
