Coronavírus__War crime or criminal arrogance ?

The war crime definition includes "Intentionally directing attacks against the civilian population as such or against individual civilians not taking direct part in hostilities". 

As such can USA sanctions against Iran that are contributing to a death toll escalation (1 Iranian (Arian) dies every 10 minutes and 50 more are get infected every hour) be considered a war crime ? http://www.defenddemocracy.press/trump-and-usa-more-barbarian-than-barbarians/

But then again Mr. Trump has never worried about war crimes before !
